Quick answer
Performance Max works best when conversion tracking is reliable and the account already records a steady flow of real sales or qualified leads. Lead-gen accounts with weak tracking often get spam or low-quality leads. Before turning it on, check your tracking, budget, brand exclusions, negative keywords and how it will sit alongside your Search campaigns.
Google often recommends Performance Max (PMax) inside the account. This guide helps you decide whether your business is ready for it, or whether a campaign you already run should be paused. It is part of our Google Ads help centre.
What Performance Max is and where your ads show
Performance Max is one campaign that can run across all Google Ads inventory: Search, YouTube, Display, Discover, Gmail and Maps. You give it goals, a budget, and assets such as headlines, images, videos and your website. Google's systems then decide where and to whom each ad shows.
You don't choose keywords. You can add search themes as signals, and Google's help says search themes carry the same priority as phrase and broad match keywords. Because PMax optimises toward the conversions you tell it to count, the quality of that tracking decides the quality of the results.
Use it or don't use it yet: a checklist
| Use PMax now if | Don't use it yet if |
|---|---|
| Conversion tracking records real purchases or qualified leads, and you have checked it fires once per conversion. | Tracking counts page views, button clicks or every form submission, including spam. |
| You sell online with a Merchant Center product feed in good shape. | You are a service business with a single contact form and no way to tell good leads from bad. |
| Your Search campaigns already convert and you want extra reach. | You have never had a profitable Search campaign. |
| The budget can fund a few weeks of learning without hurting cash flow. | The budget is tight and every dollar has to go to proven keywords. |
| You can supply decent images and ideally a short video. | You have no images or video and would rely entirely on auto-generated assets. |
| Your forms are protected against bots. | You already get junk enquiries from any campaign. |
When Performance Max tends to work
Online stores with a feed. PMax can show Shopping ads, and every sale has a value. The system can optimise toward conversion value, and the data is clean because a purchase is a purchase.
Businesses that import qualified leads. If your CRM marks which enquiries became real customers and you send that back to Google, PMax can aim for leads that look like your good ones. Google recommends qualified or converted leads as the goal for offline lead data.
Accounts with history. PMax learns faster when there is past conversion data in the account and good audience signals, such as a customer list.
When it struggles
- Low budgets. Spread thinly across many channels, a small budget may not produce enough conversions for the system to learn from.
- Poor tracking. If a button click or thank-you page load counts as a lead, PMax will find more of whatever triggers it cheaply. That is often bots and accidental taps.
- Service businesses with spam leads. Display and partner inventory can send form fills that are not people. If those count as conversions, the campaign learns to buy more of them. Our guide to spam leads from Google Ads covers the fixes.
- Brand cannibalisation. Without brand exclusions, PMax can take credit for people who were already searching your business name.
Reporting and controls you have now
PMax used to be a black box. Google has added reporting and controls through 2025 and 2026. At the time of writing:
- Search terms report. Google says this is available for all PMax campaigns. It shows which searches triggered your ads.
- Channel performance report. Shows results by channel, such as Search, YouTube and Display. Google's help describes it as a beta, so you may not see every detail yet.
- Campaign-level negative keywords. Google raised the limit to 10,000 per PMax campaign and added shared negative keyword lists. Negatives apply to Search and Shopping inventory.
- Brand exclusions. You build a brand list at account level and apply it to the campaign, which stops PMax serving on those brand searches in Search and Shopping.
- Placement exclusions. Account-level placement exclusions apply to PMax, so you can block apps and sites you don't want ads on.
- Device and age controls. Google lists device targeting and age controls as fully available in PMax.
Google is also testing settings that let some advertisers change how PMax treats Search partners and the Display Network. Not every account has them at the time of writing.
Running PMax alongside Search
Google's rules for overlap are clear. If a search exactly matches an exact match keyword in a Search campaign, the Search campaign takes priority over PMax. Phrase and broad match keywords share priority with PMax search themes, and Google then uses Ad Rank to decide. Google notes PMax can still show on your brand terms in some cases, such as when the Search campaign is limited by budget.
In practice, keep your best keywords in Search as exact match, add your brand to a brand exclusion list in PMax, and review the PMax search terms report each month. Add negatives where PMax is buying searches you don't want.
Cause and fix table
| What you see | What it means | How to fix it | How long it takes |
|---|---|---|---|
| Lots of "leads", few real enquiries | PMax is optimising to junk form fills | Protect the form, count only qualified leads, import offline conversions | 1 to 2 days to set up; weeks to retrain |
| Great reported ROAS, flat total sales | PMax is taking credit for brand searches | Apply a brand exclusion list; compare with brand Search campaign | Same day |
| Spend mostly on Display or YouTube | Weak assets or weak conversion signals | Check the channel performance report; improve assets; check tracking | 1 to 2 weeks |
| Irrelevant search terms | Broad search themes and no negatives | Add campaign-level negatives from the search terms report | Same day |
| Ads on unsuitable apps or sites | No placement exclusions | Add an account-level placement exclusion list | Same day |
When to stop a PMax campaign
Pause it if, after a fair learning period, the leads it reports don't match what reaches your inbox or CRM, or if total sales haven't moved while PMax reports strong results. Fix tracking first, then decide. A pause keeps the campaign and its history if you want to restart later.
Australian detail
Budgets and results appear in your account currency, normally AUD, and Google adds 10% GST to Australian-billed accounts. For local service businesses, check the location setting. The default location option also reaches people who have only shown interest in your area. Switching Location options to Presence ("people in or regularly in") avoids paying for many of those clicks. If you advertise NDIS, migration or finance services, PMax's auto-generated text and images still have to meet Google's policies and Australian Consumer Law, so review every asset before it runs.
Before you start, make sure tracking is right. Our conversion tracking guide and no leads checklist cover the basics.
When to get help
A specialist checks the conversion actions PMax optimises toward, search terms, channel split, brand overlap with Search and lead quality against the CRM. We set PMax up only when those checks pass, and we tell you when Search alone is the better option.
